You are on a football team (legislative) and you have substitute coaches (executive) who you don’t always agree with your strategy, so you listen to them but don’t always do what they want.
It is the last play of the game. You can go for 3 and tie the game, or go for 6 to win. Your team (legislative) votes to go for the win. The coaches (executive) say no and veto your decision. The team votes to overrule the coach and go for the win.
The play is a double pass play. You run the play and it appears you win the game. But the referee (judicial) throws a flag and says the play is illegal because of a double pass. The play is reversed.
Now it is back to the drawing board.
